The sad truth is that location based data is available in carrier systems (and thus authorized parties) from your mobile regardless of whether GPS is turned on by the user. This seems to be true on some phone ever when powered off.
The battery must be removed to shut down communication completely.
It all figures into the 911/E911 system. In short, if all else fails, the law requires you to be able to dial 911 from your cellphone and your carrier connect you to the appropriate local emergency service. This can only be done if the carrier can pinpoint your location at the time of the call. This is realized by keeping a GPS trace on your phone 24/7/365 "just in case".
My naivete wants to think it makes a difference. Don't ruin it for me XD
If your phone gets a signal, that data can be used to triangulate your position, regardless of whether GPS is on or off. Might as well use the GPS function in your phone, since you've paid for it.
