A post hoc fallacy?  Maybe, but I tend to think that in this case, it isn't.

You can bet that if "the drug apocalypse" did come and there was a surge in numbers for drug abuse and drug-related health and criminal problems, that prohibitionists would rush to make that argument that they'd like to characterize as "post hoc" now.
