From the heading of the bill:
To require all persons in the United States between the ages of 18 and 42 to perform national service, either as a member of the uniformed services or in civilian service in furtherance of the national defense and homeland security, to authorize the induction of persons in the uniformed services during wartime to meet end-strength requirements of the uniformed services, and for other purposes.
Wasn't slavery prohibited in the 13th amendment?

Yeah, I've heard that suggestion too. It seems like a very dangerous way to do it, however, unlikely though it may be that the bill would actually pass.
I have to smile seeing a group of young conservatives shaking in their golf shoes at the prospect of national service. 4 years in the Army, 15 month deployment to Iraq, so I speak from experience- don't be so scared. You all remind me of classic right-wing chickenhawks like Limbaugh and Cheney: the first ones to start an unnecessary war other people will fight, yet raising holy hell whenever a suggestion of broader sacrifice is made. National service in the USA is all-cop, no-jury; that has to change.
